i created one new account today and ordered worth 1100 and got mesaage that i will get 1600 Cashback
i proceeded with payment and placed the order.
Now i have not received any Cashback till now. Shall i cancel the order ?

Don’t cancel. Wait for ordered to dispatch. Your cb will come at that time.
If you still did not receive the cb before delivery of items then you can refuse the delivery. You will still get your money back.

Don’t cancel now. Wait for few hours. There’s no harm, you can cancel order after hours, and still you’ll get the refund.
