for some banks phonepe fetches the Beneficiary Name when you select bank and enter a/c name (on paying to bank account using upi)

Inform the bank first. If it's upi transfer maybe they can charge back.
Go to the police and get an fir filed. And ask them to direct the bank to put a hold on the amount on the other bank account.
