Can we travel with a waiting list train ticket bought from ticket counter ?

there was a rule that a passenger can travel on counter-bought ticket . was the rule changed?
We are traveling on 16th oct to around 1500 km . want to add another passenger with us. what is a better way to get this extra passenger boarded to train. we have 5 confirmed berths already in 2A tier, so we can adjust.
Currently, 2A showing 90% confirmed probability, (WL29)
3A showing 85% to CNF (WL64)
Sleeper is showing 57% to RAC (WL158)

Take counter ticket with waitlist. The passenger will be allowed to travel with that.
Just dont take ticket from irctc

It’s just that with a waiting list ticket you can just get into ur desired train that’s it..
Only if You Booked Tickets from Railway Counters
I read a story that SC directed IRCTC to allow all online waiting ticket but IRCTC said all waiting list get auto refund so they can not board train only counter tickets allowed.

yes you can travel with a waiting ticket bought from ticket counter. ask TT to provide seat with some settlement amount you need to pay.

I have booked my ticket in 3A waiting list is 12 will it get confirmed for 17 th April
if the WL is 2AC ticket, person can travel. if WL is 3AC/SL ticket, person will be treated as traveling without ticket. ticket must be manual ticket from counter and not from IRCTC. If confirmation probability is 90%, at least RAC is expected to be sure. Considering the date, around Puja/Dussera, railways may also add an extra coach.
