Getting what's app call from Pakistani number

On my father's what's app number is getting calls from Pakistani number +923243838590 +923034615863 with DP of someone dressed in police uniform and written SHO in description.

I have blocked both numbers and also reported to what's app. What other steps should I take?

Happened to a neighbour of mine too just last week. A +92 (Pakistani) number WhatsApp called my neighbour pretending to be a police inspector and said that "Do you know where your son is right now?" My neighbour said "He's in college attending a class" to which the imposter said that "He has been arrested with two' of his friends for attempting to r*pe a girl and that he is currently in the police station." My neighbour was too shocked to speak but his younger brother immediately took the phone and inquired "Which police station?" There was a pause at the other end (clearly they didn't expect this question). A little later they said "your local police station" (without mentioning the locality). My neighbour's brother grew suspicious when the imposter at the other end couldn't even name the area police station. So he handed over the phone to my neighbour and asked him to continue talking to the imposter to buy some time. The imposter told my neighbour that they (the police) would consider releasing my neighbour's son in return for some chai paani. Meanwhile my neighbour's brother immediately called his nephew who fortunately was just getting ready to go into the class at college. The son clarified that he was in college just about to attend a lecture. The jig was up. My neighbour's brother snatched the phone from my neighbour and started abusing the imposter. They simply disconnected the call. 

These people prey on the shock factor an innocent person receives when they hear that the call is from the police and don't even notice that the number (+92) is not from India.

I blocked one number 2 days back now received call from another number. That is why I asked for help because I thought they can call from another number that may be Indian.

Earlier they used to say that they are calling from KBC team as it did not worked well. So now, they changed jobs and now they are in police

How will you report a Pakistani number

The only option is to be aware and also alert family never to respond any other number

Only Indian number starting with +91 of not then just decline/disconnect  the call

The National Crime Investigation Bureau https://ncib.in/report_a_case.php is another place to report, if one wants.
And if it gives any satisfaction, then state police's Crime Investigation Department, although it is a hit and miss, that pinpointing the location of the perps is difficult and state CID often ignores non heinous crimes by filing a closure report.

Just for the sake of ot, communicated this (that senior citizens are being targeted relentlessly) to an acquaintance who works in the Intelligence Bureau. Gave her the numbers, but she also asked the number/s of the senior citizen who is getting targeted
so I diverted the topic by saying that ones you are back in office, will talk. (She is on a week plus leave from office and in family ceremonies.)

Dialling the numbers (the +92 numbers) yields previous little.

One of the numbers is straight up getting '..waraai meharbani number ki jaanch kar le..' or some such IVR message. (Please check the number you have..)

So it is mostly a disconnected number or maybe not in service at present.

The other number disconnected (possibly seeing a +91 number), so had to arrange someone from within to call them.

Listening to the call (our contact in Lahore called the other number up directly while patched our VoIP call to his GSM phone and we could hear them talk), it seemed like whoever spoke is a rural background person (claimed to be from a town near Muzaffarabad) is working as gateman/watchman in some big business person's villa in Islamabad.

His accent too did not sound like typical Sindh or Punjab one, so might be telling the truth about being from Kashmir.

It seems his employer's clan are mostly in Sharjah or Dubai.
So it is possible that just as IRS scam calls in U.S. are traced to South Asia,
some elites connected with Indians are helping scam people here.

Nothing much can be done to trace them, unless Whatsapp provides device data and it happens to be traceable.
Indians based in Middle-East have their friends or families here (in India) who are doing such things.

In the past four years, especially during peak Covid-19, three of our extended family members too got 'KBC lottery' winning messages from +92 numbers.
They in turn played along for fun and were asked to call some local +91 number to 'claim' the Kaun Banega Crorepati prize from the 'SBI manager'.

So it is clear that all of these scammers are based in or operating within India market (even if number shows +92).

It must be the seema haider's close relative who might be in the police job and accidentally/mistakenly calling/dailing ur number instead of sachin.

Identity theft, they are using pictures of either actual officers of Maharashtra police or morphed images with Maharashtra police insignia which they have blurred.

These scammers are not based out of Pakistan, but somehow end up getting the OTP from the numbers there.

Currently either the number is logged in via a computer and behind TOR/ VPN
00923243838590 or more likely that they are using a modified unofficial application and thus not receiving any calls on their device.

Even at 4-5% conversion, they can easily fund their operation/ it is break-even. (Even if 4 or 5 targets out of 100.. fall prey and become paying victims, the scammers can extort enough to cover the cost of their operations.)
