(RESOLVED) I want to remove my Emigration check required stamp on my Passport.
Hello Folks,
I had renewed my passport in 2015 and i did submit my 10th grade certificate to make sure my passport is not having this stamp but when i received my passport i had this ECR stamp on it. I don’t want this stamp to be a barrier for me if in case i plan to work abroad.
I too have the acknowledgement form which says i did submit my 10th grade marksheet way back in 2015 and i very well know this is their mistake not mine since all my documents were clear from my end.
How can i make sure that these people remove this stamp and don’t charge me anything for their own mistake. Is there any way out because i don’t want to pay 1.5k once again to get just a stamp removed from my passport that too for their mistake since i still have the proof which states that i did submit my ECNR document. I guess it would hardly take about 2-3 days to get this rectified right?
I know i should have fixed this issue in 2015 itself but i did not do that 
We even get a fresh passport for 1.5k so what’s the actual use of this then

Final Verdict – Police Verification has been initiated on Post PV basis to XYZ Police Station, XYZ City * and action for passport printing is initiated, to be followed by lamination, signing, quality check and dispatch.* 
They took all the efforts to make sure they clear my case ASAP. The officer who handled my case was super humble and down to earth. Yesterday, they made special arrangements yesterday for me in their office for the whole procedure since their biometric guy was coming because of one emergency case. The officer requested his HOD to entertain my issue as well so as to make sure my case is also resolved. He also made sure that my passport is issued first then the verification shall be done as an when those people complete it (they have rights to do anything on your Passport) since i already had this ECR issue and i already went there i thought i’ll get my passport validity extended too.
PS – Passport PSK’s are not functioning till 17th May in my area and still they considered my case and made sure it is closed.
Within just 2 hours i suppose the whole process of biometrics and approvals were taken in place and send for printing as mentioned above. It was just a matter of 2 hours if i had met this guy last month this thing wound’t have been delayed so much too because when i submitted my PP the HOD and the officers were absent due to lockdown since they are only working with 15% staff.
His nature and behavior was something that really impressed me. He also told me JJ bhai kuch b rahega na passport ya koi b query hoga na direct puchlena muje no worries sunglasses I gave him virtual karma for his good deed.
The crux is my PP is already in printing now and shall be dispatched within a day or two by Speedpost. They also cancelled my existing passport and gave that to me as well. Also, while leaving he gave me some more insights about the PP (those features which Immigration staff is well aware of & he also shared some topics on his personal life and family life). Aise govt staff kidar hote hai yaar cry Ruladiya muje too..
Tip – The power of networking is quite impressive so talk to as much of people you can because you don’t know who/when/how/where can help you out when you are in need.

Finally received my passport.
I again thank all you guys for all your help so ideally my issue is now resolved.

No problems with ECR on passport , job Ka Socho, yeh sab toh chota cheez Hain, plus DD se jitna kama Rahe ho uska Kuch toh sadupyog logo ke bhalai main laga do

spend Rs.10 and ask this question to ministry of external affairs itself through rti.gov.in sumbit proofs and ask them what to do who will pay charge for the correction, you will get answer in 10 days and then lodge greivance on pgportal
@MrKool_JJ If you have submitted 10th class marksheet then ecr stamp shouldn’t be there on the passport. Kuch toh gadbad hai daya. Definitely a mistake. By the way Where were you since last 5 years? Why didn’t you rectified that back in 2015? 
Now you will have to re-submit your 10th class marksheet & most probably you will have to fill a new application form as stamp can’t be removed or delete. But do give a call to customer care. And yes they will charge you again.
If mistake is done by PSK ask them through RTI file grievance and see the solution if still not problem not solved then follow last option why give up so easily

If you had submitted matriculation certificate before then it shouldn’t be there.

I had the same confusion while appying for passport . I had not checked ecnr checkbox.. but while i was at psk .i told the guy to make sure ecnr category is true for me..
See ECNR checkbox is most confusing thing for someone new to applying passport .
in such complicated cases i filed RTI and got immediate response with the solution ask them if mistake is done by PSK what is the procedure,
but be sure is it your mistake or their mistake do you have documentary proof of PSK’s mistake?
Can you post photo of which stamp you are talking about? BTW apply for a new passport, duplicate one, and tell them to issue the one with the new format.

Can anyone explain about what does ECR and ECNR means?I did go through the explanation provided in the passport site.But not able to understand.Im in the process of passport renewal.
Ecnr stand for emigration check not required.. essentially it means you won’t be interviewed before leaving country to restricted country (like qatar ) .
Ecr means emigration check required..
Basically ecnr is for people who are atleast matrix passed and are able to understand the risk.
So you should tick ecnr if you are literate..
Ecr protects illiterate people or workers who mostly want to go for labour work in foreign country but emigration check add a protective step ,so that if there is any scam or trap job , these people get protected
Tldr: tick ecnr checkbox if you are literate (atleast matrix pass) else do not tick *

Getting a new passport in Mumbai might take time since they get too many applications.
I haven’t received any job offer from any employer but just wanted to make sure my records are clean so that this thing won’t issue any problem if in case i get a job because i may lose my job just for this silly thing for which i don’t even have any control. Hope this clarifies

I had submitted my request to RTI regarding this issue and the first response which i had received from the CPIO was my PSK office was merged into xyz office so this request can’t be fulfilled and my application was rejected then i again appealed to their higher authority with my same issue and today i received a speed post from their head office saying that they analyzed my complete application and came to the conclusion that the applicant should be submitting his passport with ECR stamp and in exchange of that he ordered that the ministry will reissue me a new passport without ECR stamp on it within 7 days of him submitting his original passport
Special thanks to @drupal for guiding me all the way through this process (i guess he was bit agitated with me since i used to ask him all questions related to this and he was an expert in this field 
) but all our effort paid off finally.
