Joining charges without activating cc

I got charged with joining fees without activating the credit card from PNB. Customer care does not agree to waive off. According to them, once card is issued, no matter one activates the card or not, but joining charges has to be paid

I took some other card, but they allotted me another. Since I am charged, Can I officially complain? does it hold my case?

keep complainig till 30 days not yet complete...post that raise RBI complaint...your issue will be resolved
