TRAI is a joke.

If they really want to implement a proper system, they should come up with the following:
1. Personal & business numbers. They should highlight the number type when the call comes. Any company which wants to spam / call customers should go for a business number.
2. If anyone spams from a personal number, continuous calls in a day (operators can provide this info & they will do this happily.. if they are allowed to charge more for business numbers) or if someone reports the number as a business number it should be considered as a spam and the call records should run thru some AI / auto system to decide whether the call is a spam call or not..
3. If anyone reports a company number calling a personal number which has DND, then they should be arrested or made to pay 10k or 100k as fine (this is important). This will prevent companies from spamming.

Truecaller buisness will be gone.

If all sims are connected to aadhaar then why this is required
Just make stringent condition that marketing calls should be from business numbers and as someone said earlier flash it during call
For personal number if someone really wants to find out true name of caller as per Aadhaar make a different provision through ussd codes
