Looking to purchase land and build up a house in 20-25L // Location Suggestions

Hello, Dimers,I have tried asking my relatives before posting here, But they are useless.For a month and I am thinking of purchasing/building a house for my small family and trying to keep it low and on a small budget without compromising the location much.Currently on rent near Bareilly and here it is very costly to purchase one in gov colonies like Awas Vikas. The land itself costs 30L(for 40m).But in some small areas, one can get good options but as I dont have any location problems I can switch anywhere in east/west UP/NCR or Uttarakhand.Posting here to get some help from you, if any of you purchased personally or living in any such areas where I can purchase land.I also looked for a DDA scheme running in Narela, Delhi. But heard negative reviews for those flats.Is it possible to get land around 60m in 10L and build a double story in another 10L?Please guide me, Thanks.
