I too faced same issue with Kotak Credit Card for an Engineering college fees
I raised a complaint with the bank and within 10-15 days difference amount was credited
axis is saying that they deducted 2% + gst transaction charges.
it generally happens on fuel transactions but i didn’t know they can do this.
it has happened first time with me , merchant is a govt college so no remedy from merchant side but it is kind of bad practice they didn’t even tell me.
spent 23875 billed for 24410.28

ohh , this happened with axis , let me try complaining .
on chat they just said it is merchant issue.

they are denying and asking me to talk to merchant , i have 0 hope for any kind of remedy from merchant . customer care arranged a callback for me of some senior executive after constant grinding . let us see

It is usual with transactions on govt portals. I was charged similar charges when paying for passport application. I realised it little late, but of no use as it is their terms. Later after about 10-15 days, the charges are auto-reversed, this has nothing to do with raising a complaint/ticket etc.

it was an offline pos transaction . The main problem is how they can add convinience fees post facto transaction it happened to me first time.
it being a govt college i don’t think they will be of any help but according to RBI circular cost of transaction cannot be passed to consumer let us see what will happen in a few days will update here.

ever made a payment for petrol using cards? They have similar concept called surcharge which comes in the statement in a separate transaction along with the initial paid amount

i know that but this is different. The fuel surcharge is clearly mentioned on every credit card terms and conditions.
But in this case they said that merchant took convinience fees while claiming the transaction amount if this was allowed no merchant would like to pay fees [merchant discount rate , mdr] that is taken by pos machine bank for all the parties involved to faciliate the transaction. It is kind of a unique situation.

this usually happens based on mcc category, anyhow let’s wait and see. Although a few categories like hotels can enter a separate amount (tip) in addition to the bill after the transaction is complete

any amount deducted explicitly is okay the only problem is unsatisfactory answer. This is done abruptly without any prior notification or intimation from college side also.

As per the updated TnC of most credit cards, such surcharge by merchants are outside the purview of credit card issuers.

then it is kind of scary , if merchants will be able to put transaction charges on consumer , the whole idea of using a credit charge will be void.

They are passing on the convinience cost to the purchaser. Nothing shady in it. Even the PSU undertakings and educational institutions and housing societies etc. do it nowadays. Don’t you pay more if you use credit card for bill payment of gas cylinder?

i know psu does it , but most of the time they add convience fees before the payment for ex i did my license registration payment they added convienience fees in advance before the payment similarly in paying fees online also they add convinience fees before the payment most of the time unless mentioned like irctc , passport registration etc
but this kind of thing is unforseen, shady is because we have no way to know before the statement as this was a pos transaction .
I never paid more fees on gas cylinder payment been using it for past 3 years but maybe the reason for this is using mobikwik,amazonpay etc not my gas cylinder provider portal used that with debit card no extra charges there but on credit card i think you are right they will charge extra.
