Do you have a problem with it? Yes it new way for getting money for traffic police but it is not applicable to you if you follow this rule. I am someone who was following this long back (don’t have bike anymore) where my wife would wear helmet too when we used to go in bike anywhere.
The only people who complain are the ones who don’t want to follow rules.
Should have been made compulsory in whole India

municipality should also be fined for potholes
Bhai log helmet ka toh ho gaya , now do something for the plastic polythene bags .
Polythene bags was banned but now its freely used again.
