OBC NCL Caste Certificate

Guys, its urgent. So please spare some time to give your suggestions.

Problem :

I have been trying to apply for OBC NCL Caste Certificate from 10-11 days through online portal (emitra.rajasthan.gov.in/) but the forms opens and I can fill details but when after selecting attachment documents I click “Add” to upload these, it shows error “please attache documents” !

Waited then clicked : same error

Changed browsers : same error

Its actually some error from application/server side. Some other people are facing it too as I checked in comments under YouTube Videos

I have filed complaint to all the relevant authorities on 28th Feb 2022 (email, twitter, whatsapp) but still they are processing the complaint !

Typical SARKARI thing !

Why urgent : Need to fill an application form for a state government recruitment which has 9th March 2022 as application end date. So, need the certificate before this date

Query :

Can I get OBC NCL Caste Certificate (Permanent or Provisional) from the SDM/Tehsildar office in an offline way by submitting my application for caste certificate along with required documents (either in person or by email) ?
