TCS Collection of 5% by DCB Cards

Wanted to discuss the provisions of TCS on International Credit and Debit Card Transactions wef 01.10.2020.
I just purchased something from eBay.com and was subjected to 5% TCS by DCB Card.
Would like to know whether Indian Cards such as HDFC Credit Card and others are also being subjected to TCS or only International Cards.

It is Govt rule. All cards are now subject to this.
