Yes. You can. Call the CC and ask them to change your franchise from Visa to Rupay and they'll do gladly.

Tried sending the mail but got below response
Upon receipt of your e-mail, we have done a detailed review and we take this opportunity to clarify you that currently, RUPAY franchise conversions/upgrades/issuance are temporarily suspended and we regret our inability to accede your request for conversion of existing REGALIA card into RUPAY card at this point of time as per NPCI directive and bank's policy.
Any suggestions? Got this from grievance redressal
