No chargeback possible on UPI. Only way is to report the transaction as fraud at cybercrime or 1930. But it's lengthy process

made an advance payment yesterday to a person through Tata neu upi from Nsdl bank on promise of delivery of home building items in evening
yesterday he did not delivered stating various unreasonable reasons and today not picking up call

i read somewhere that once complaint their account is put to freeze until complaint resolved , then automatically he will call back to repay
He might stuck somewhere, if you have dealt with a genuine person, then wait for a day or two OR try to contact/locate him via some different sources.
And, for the next time, please remember that, for all the building materials and related needs, most of the supplier gives credit. You do not need to pay upfront. Because they know, you aren't gonna run away with their money. (They know the contractor and their reputation as well.)
Sure next time I would keep a note .Even this time also I was not giving but he insisted many times

@Saadhav UPI chargeback is possible, who told you not possible ?
In the post shared by you OP has done transaction from IDFC UPI app from IDFC bank (same) & became a simple case due to good service
But here OP has done transaction via 2 different mediums
With Whom to to raise chargeback request in this case (My Guess is with Bank)
And do one need to report cybercrime as suggested above or not required for UPI chargeback & is similar to cards chargeback

Since bank involved is nsdl bank.
Search for CS, nodal of above bank and raise charge back request along with fraud report with cybercell.
Don't forget to give final ultimatum to other party before doing above process.
They have special code for all types of chargeback categories.
Dnt report false fraudulent transactions.
