it is working between 5001-9999 range.
normal charge
upto 50 rs 2

then up to 5000 rs varry beteen 50-100.

For 5000 showing 100 charges. For 5100 convenience charges are zero, but getting error Either this transaction is not allowed, or amount is invalid

you are wrong, Cash withdrawal means that you get physical legal tender in your hands. That is currency notes in your hands, transfer to account is a non-cash transaction. Cash withdrawal is something like which you do with your ATMS cum debit cards.
Therefore 2.5 which you are referrring is not attracted in this episode.
