Icic rupay platinum card can be only issued by customer care. Call them and tell them to issue card. If they reject tell them to take a service complaint request about this card. After that you will see virtual rupay Platinum card in i mobile app and you will receive physical card in post.
Then it is important step. Never set ATM pin for new card through imobile app or through atm. Only use that card for online transaction. For online transaction don’t need pin. If we generate pin then issuence feed will be debited and old card will be automatically blocked. I also applied for 2nd icc rupay platinim card in my account and my service request is in accepted stage. Current in have a visa platinum and rupay platinim card active in my account. . I received my first rupay platinim card 1 week ago and till now no issuence fees debited and my old card is not blocked.

Sometimes they replace your existing RuPay card with visa. 
Yes please that’s what I’d like to know too: If you request 2nd RuPay debit card and never set ATM PIN on it, are charges still deducted?

just asked customer care for a rupay platinum debit card and they readily agreed. SR raised and i will have it in 5 days. No hassle at all. I hold a salary account and there are no charges whatsoever.
You will see virtual card in your imobile app, within 48hrs.
Jus now called customer care. And they have issued me icici rupay platinum card instantly. Also i have asked for charges. He told me it’s free which i can’t believe.let’s see.

Other accounts – issue is Free, annual Rs177 (just few days ago annual charges debited in my account).
Update – now i can see rupay card in imobile app.
Trying to enable ecom transactions in app. But getting error. Wil wait few days til i get the card. Then i wil try to enable again. 
After activate E-com payment from imobile app, wait few hours and then try.
Apart from calling CC, do we have any online way to get this Rrupay variant dc?
i have insta mine account for which mine debit card issued can i also get this card by calling customer care.. also do both cards be active or old one gets blocked after new issued..?
