Karnataka Unlock – Relaxation in Timing Given For Shops, Restaurants; Private Office to Operate at 50% Capacity in 16 Districts from June 21 to July 5

Night curfew will continue across the state 7 pm to 5 am. Weekend curfew from Friday 7pm to Monday 5am. The lockdown will continue in 13 districts of the state where the positivity rate continues to be high. These relaxations will be in place from June 21 to July 5.

Karnataka announces 2nd phase of unlock, allows buses and metro with 50% capacity.

The relaxation rules will be applicable in Uttara Kannada, Belagavi, Mandya, Koppal, Chikkballapur, Tumkur, Kolar, Bengaluru urban, Gadag, Raichur, Bagalkote, Kalburgi, Haveri, Ramanagara, Yadgir, and Bidar districts as they fulfil the requirement for the relaxations.

What about other districts

13 districts with a positivity rate between 5 to 10 per cent, the earlier guideline issued on June 11 will remain applicable. These districts are Hassan, Udupi, Dakshina Kannada, Shivamogga, Chamarajanagar, Chikkamagaluru, Bangalore Rural, Davanagere, Kodagu, Dharwad, Bellary, Chitradurga and Vijayapura.

Mysuru is the only district in Karnataka with an above 10 per cent case positivity rate. Hence, there will be no change in the present lockdown restrictions in Mysuru.

Guideline for districts with less than 5% positivity rate

  • All shops and hotels, clubs, restaurants allowed to operate till 5pm.
  • Dine in permitted at hotels, clubs, restaurants without AC till 5pm with 50% seating.
  • Private offices allowed to operate with 50% capacity.
  • Bus and metro can ply with 50% seating capacity.
  • Guesthouses, lodges and resorts can be open with 50% capacity.
  • Gyms allowed to open with 50% strength (without AC).
  • Night curfew will continue across the state 7 pm to 5 am.
  • Weekend curfew from Friday 7pm to Monday 5am.

Tamil Nadu extends lockdown till June 28, allows public transport in few districts

Metro Rail services to resume in Chennai

Tamil Nadu government extended its covid lockdown for another week, till June 28. Based on caseload, some relaxations have been announced for 38 districts in the state.

Inter and Intra-district public transportation with 50 per cent capacity will be allowed in Chennai, Tiruvallur, Kancheepuram and Chengalpet.

However, some Covid-19 restrictions have been eased in certain districts.

TIER-BASED SYSTEM

Districts in Tamil Nadu have been divided into three tiers.

Teir-1 comprises 11 districts where no additional relaxations have been provided as the active caseload continues to remain high. This includes Coimbatore, Nilgiris, Thiruppur, Erode, Salem, Karur, Namakkal, Thanjavur, Thiruvarur, Nagapattinam and Mayiladuthurai.

Tier-2, 23 districts have been provided with additional relaxations. Ariyalur, Cuddalore, Dharmapuri, Dindigul, Kallakurichi, Kanyakumari, Krishnagiri, Madurai, Perambalur, Pudukottai, Ramanathapuram, Ranipet, Sivagangai, Theni, Tenkasi, Thirunelveli, Thirupathur, Thiruvannamalai, Thuthukudi, Trichy, Villupuram, Vellore and Virudhunagar come under this category.

Tier-3 districts, which consist of Chennai, Thiruvallur, Kancheepuram and Chengalpet, get additional relaxations along with those extended to Tier-2 districts.

WHAT’S ALLOWED

TIER-2 DISTRICTS

  • Standalone grocery stores and vegetables markets allowed to function from 6am to 7pm.
  • Parcel services allowed in restaurants and tea stalls from 6 am to 9 pm.
  • E-commerce allowed to function from 6am to 9pm.
  • Sweet stall allowed to function from 6am to 9pm.
  • Essential government service offices can function with 100 per cent staff and other government offices can function with 50 per cent staff.
  • 33 per cent workforce allowed in private concerns.
  • Shops selling electrical items, hardware stores, vehicle outlets, stationary stores, vehicle mechanical shops, footwear stores, home appliances stores and smartphone shops can function from 9 am to 5 pm.
  • Electricians, plumbers and motor technicians can function from 6 am to 5 pm.
  • Construction work permitted and shops selling equipment for construction business permitted.
  • Education Institutions can function only for enrollment of students.
  • Sports-related training is allowed from 6 am to 5 pm without any audience.
  • Passengers can travel in taxis and autorikshaws with e-registration.

TIER-3 DISTRICTS

  • All government offices can function with 100 per cent staff, while private concerns can call in 50 per cent of their workforce.
  • Public transport has been allowed to operate with 50 per cent occupancy, while in Chennai, metro services have been allowed to operate with a 50 per cent cap on seating.
  • E-registration is no longer required to travel in taxis and autorickshaws.
  • Shooting for film and television serials has been allowed with a maximum of 100 personnel. It is mandatory for artists to take RTPCR test.
  • Marriages and related ceremonies can take place in Tier-1 and Tier-2 districts with a maximum of 50 people and only after acquiring e-registration.

Sikkim extends lockdown with some relaxations till June 28

The Sikkim government has decided to extend the ongoing lockdown by a week till June 28. Night curfew will be in place from 9 pm to 6 am as usual.

The decision has been made after carefully reviewing the current Covid scenario. As per these guidelines, restrictions have been set on inter-state and inter-district movement excluding the movement of army, government officials, commercial goods vehicles and for emergency and essential services.

  • Night curfew will be in place from 9 pm to 6 am
  • All vehicles including private cars, taxis and two-wheelers will be allowed only with odd-even stipulation within districts.
  • Only government vehicles will be allowed to operate without any stipulations, from 9 a.m. to 5.30 p.m. locally.
  • Movement of passengers boarding or returning from Pakyong or Bagdogra airports and New Jalpaiguri Railway station in West Bengal will be allowed on the production of journey tickets and negative RT-PCR reports conducted within 72 hours of arrival.
  • All licensed stand-alone shops and e-commerce and home delivery services can operate till 5 p.m.
  • Commercial establishments can operate with only 50 per cent staff.
  • Restaurants, fast food centres, sweet shops and bakeries have been allowed to operate till 8 p.m. with 50 per cent seating capacity.
  • Home delivery of food has been permitted till 8 p.m.
  • All gymnasiums, barber shops, spas, saloons and parlours may also operate till 5 p.m. with 50 per cent capacity.
  • All state government offices have been allowed to function with 50 per cent staff too.
  • Only pharma companies have been allowed to operate with 100 per cent staff.
  • Private construction with local labourers, MGNREGA, agricultural and horticultural activities have also been permitted..

Meghalaya extends lockdown till further orders

Meghalaya Chief Secretary announced that the COVID-induced lockdown in the state has been extended till further orders.

“It is observed that the number of COVID-19 cases is still very high and there is a significant spread in rural areas of the state. In order to safeguard the state from an uncontrollable surge in COVID-19 cases, the containment measures issued will continue to be enforced in the state w.E.F. June 21 until further orders,” he said in an order.

Deputy commissioners of each of the 11 districts have been empowered to take decisions with regards to imposing/extending lockdown in their respective districts.

East Khasi Hills district which has been under lockdown since the state government announced lockdown from May 5 has relaxed its containment measures and now the non- essential shops are allowed to open three times a week Monday, Wednesday and Friday.

Mizoram extends lockdown till June 30

The Mizoram government extended the lockdown with certain relaxations till June 30.

  • Under the new regulations, inter-village movement will be allowed and shops besides those selling essential commodities will be permitted to open on specific days in the Aizawl Municipal Corporation (AMC) area.
  • Deputy commissioners in areas outside AMC jurisdiction can impose restrictions based on the local situation.
  • However, villages or localities cannot announce lockdown, curfew or containment zones on their own.
  • All economic activities will function normally in areas outside AMC jurisdiction.
  • Places of worship, educational institutions, parks, picnic spots, movie theatres, gymnasiums, restaurants and shopping complexes and malls shall continue to remain closed across the state.

Weekend Covid curfew lifted from eight districts in J-K

The Jammu and Kashmir State Executive Committee (SEC) on Sunday announced the lifting of weekend curfew from eight of the 20 districts, with further easing of restrictions owing to significant improvement in the Covid situation.

However, the night curfew would continue to remain in force in Shopian, Ganderbal and Bandipora in Kashmir and Jammu, Samba, Kathua, Reasi, and Udhampur in Jammu province, an official order said. —PTI

UP Unlock – Restaurants, malls to reopen at 50% capacity in UP, weekend lockdown to continue

Malls and restaurants in Noida and Ghaziabad will be opening with limited capacity from Monday onwards as part of un-lockdown.

UP government, last week, had decided to issue more relaxations with Covid cases across the state dipping. Noida reported 8 cases with the tally of active cases coming down to 133. Ghaziabad, in the last 24 hours, reported 2 cases with 93 active Infections across the district.

According to the guidelines, restaurants will be allowed to function with 50 per cent capacity between Monday and Friday.

The weekend lockdown will continue in the state, read the order. The eating joints are supposed to put ‘Do not sit’ markings on seats that are supposed to be left vacant, the order states.

Karnataka – KSRTC to operate 3,000 buses starting Monday as Karnataka relaxes Covid restrictions

The Karnataka State Road Transport Corporation (KSRTC) on Sunday said it planned to operate about 3,000 buses initially from June 21, with the government relaxing COVID-19 restrictions and permitting bus operations with riders.

“The Government of Karnataka has issued orders relaxing the Covid-19 restrictions imposed in the state, except in Mysuru District and has permitted bus operations with 50 per cent seating capacity,” KSRTC said in a statement.

The Corporation said it will commence local and inter-district long route bus operations with effect from June 21, based on traffic density and need, except in Mysuru district, and initially it is planned to operate about 3,000 buses.

On inter-state operations, a decision will be taken in the coming days, keeping in view guidelines of the respective states, KSRTC said and requested passengers to compulsorily follow COVID-19 guidelines while travelling in the corporation buses. (PTI)

Amarnath Yatra Cancelled For Second Consecutive Year Due To Covid

The Jammu and Kashmir administration on Monday announced the cancellation of the Amarnath Yatra. This is the second consecutive year that the pilgrimage has been cancelled due to the pandemic.

The 56-day yatra to the 3,880-metre-high cave shrine located in the upper reaches of the Himalayas was supposed to start from the twin routes of Pahalgam and Baltal on June 28 and conclude on August 22.

While the yatra would be held symbolically, all the rituals will be performed at the holy shrine, an official said.

Puducherry extends lockdown till June 30 – New relaxations implemented

The Territorial government announced has been extended till the midnight of June 30.

The government made the announcement through an order that the coronavirus curfew would be in force without any change from 10 PM to 5 AM the next day.

  • Commercial, business establishments and shops are permitted to function from 9 AM to 9 PM every zday without air-conditioning facility.
  • Vegetable and fruit shops are permitted to do business from 5 AM to 9 PM.
  • Restaurants and bars within the hotels, lodges and guest houses and other standalone eateries are permitted to operate with 50 per cent capacity up to 9 PM.
  • This timing is applicable to tea shops and juice stalls.
  • Retail outlets of liquor and arrack are allowed to remain open from 9 AM to 9 PM.
  • The Excise Department should also expeditiously issue instructions for door-step delivery of liquor only within the Union Territory of Puducherry.
  • Private and government public passenger transport (buses, autos and taxis) are permitted to operate till 9 PM on all days.
  • Vehicle for medical and emergency purposes, marriages, death of a key relative, interviews and examinations are permitted on all days.
  • Registration of documents can be carried on by following Covid protocols.
  • Beach road, parks and gardens would be open from 5 AM to 9 AM. All places of worship would be open till 5 PM.
  • Wedding-related gatherings shall have guests not exceeding 100 and the number of mourners at the funerals should not exceed 20.
  • Essential services such as petrol bunks, ATM centres, tele communication services, media, IT, water supply, sanitation, electricity supply and private security services, dairy, milk supply, milk booths, medical services would function without restrictions.
  • Sports activities are permitted without spectators.
  • TV serial and film shooting are allowed with maximum of 100 people.
  • The order, prohibiting the opening of cinemas, theatres and multiplexes and similarly social, political and entertainment-related gatherings, would remain.

Lakshadweep eases COVID lockdown curbs as cases dip

Shops and establishments shall be allowed to open (only five persons inside a shop at a time) in all the islands.

The Lakshadweep administration on Monday announced some relaxations to the COVID-19 induced lockdown imposed since May 24 as cases have come down in all the 10 inhabited islands.

Maharashtra imposes ‘Level 3’ curbs to contain fresh Covid-19 outbreak – Delta Plus variant

Describing the Delta Plus as a ‘variant of concern’, the Maharashtra government said that ‘restrictions in administrative units will remain at a level not below 3’.

In wake of the emerging Delta Plus variant, a highly contagious mutated strain of the deadly Covid-19 virus, the Maharashtra government on Friday declared a ‘state-level trigger’ to impose restrictions in administrative units, irrespective of the weekly positivity rate and oxygen bed occupancy.

As per the new guidelines issued via a government notification, which also demands for 70 per cent vaccination of the eligible population across Maharashtra, the state said that weekly positivity rates regarding levels of restrictions will be determined based on RT-PCR tests, and not rapid antigen or other tests.

Describing the Delta Plus as a ‘variant of concern’, the Maharashtra government said that ‘restrictions in administrative units will remain at a level not below 3’.

  • Level-1 and Level-2 districts have automatically been moved to Level 3.
  • As of now, under level three restrictions, establishments dealing in essentials will be allowed to function till 4 pm on all days. The same would apply to establishments selling non-essential items.
  • Restaurants can stay open till 4 pm on weekdays. After 4 pm, only takeaway services will be allowed.
  • Malls and theatres will stay closed. Section 144 will be applicable in level 3 areas.
  • As for construction activity, only onsite labourers will be allowed to work; others will be required to leave the site by 4 pm.
  • Gyms and salons will stay open till 4 pm and customers will be allowed on appointment-basis that too provided there is no use of air-conditioners.
  • E-commerce services and public transport will be allowed.
  • Local trains can only be used by essential workers and women.
  • Parks and gardens can open from 5 am to 9 am.
  • A cap of 50 attendees will be imposed on Weddings,
  • For funerals it will be 20.

Tamil Nadu has announced a lockdown with a few relaxations, till July 5:

  • Private companies in all four districts of Chennai, Kanchipuram, Chengalpattu, Thiruvallur can operate with 100% employees.
  • Shopping complex and malls to reopen with 50% capacity
  • Apparel showrooms, jewellery stores and malls allowed to reopen.
  • Places of religious worship to open for public.

Uttarakhand Cabinet has decided to issue guidelines for Chardham Yatra for pilgrims from Chamoli, Uttarkashi and Rudraprayag districts from July 1. All necessary steps will be taken and priests will be vaccinated: Govt Spokesperson Subodh Uniyal, ANI reports.

Tripura – Curfew restrictions extended in Agartala, 10 civic bodies till July 3

While three municipalities have been added under similar curfew rules, restrictions have been lifted in four municipalities that have reported a substantial decrease in new infections.

As a surge of Coronavirus cases continues in the state, the Tripura government has decided to extend COVID-19 curfew restrictions till July 3.

The curfew will continue till 5 am on July 3 in areas under Agartala Municipal Corporation and 10 more civic bodies in Tripura.

In addition, the concerned district magistrates may impose curfew restrictions elsewhere, if deemed necessary.
