Maharashtra: Delivery of non-essential items, longer shop timings to get nod

Lockdown-like curbs will be slightly relaxed in 15 districts of Maharashtra, including Mumbai, Pune and Thane, where Covid positivity rate is below 10%, starting June 1, a senior
bureaucrat said.
Timings for shops selling essential goods will be extended from 7am-11 am to 7am-2pm, permission will be granted for e-commerce for non-essential items, and attendance in government offices will be increased from 15% to 25%, the bureaucrat said.
All other curbs will continue till June15.

Uttar Pradesh lockdown extended till June 7 with some relaxations

According to an official order, shops and markets can operate between 7 am to 7 pm from Monday-Friday, except in containment zones. Restrictions will continue on Saturdays and Sundays.

With COVID-19 cases dipping in Uttar Pradesh, the Yogi Adityanath government in the state, on Sunday, announced an extension of Corona curfew for one week till June 7 but has partially relaxed the restrictions in the state.

According to an official release, the Corona curfew will continue in 20 districts that have more than 600 active cases.

These districts are Lucknow, Meerut, Saharanpur, Varanasi, Ghaziabad, Gorakhpur, Muzaffarnagar, Bareilly, Gautam Buddha Nagar, Bulandshahr, Jhansi, Prayagraj, Lakhimpur Kheri, Jaunpur, Sonbhadra, Baghpat, Moradabad, Ghazipur, Bijnor, and Deoria.

According to the guidelines, in the remaining 55 districts, shops will be allowed to open with strict safety protocols from 7 am to 7 pm.

Shops outside containment zones will be allowed to open for five days during the week in districts that have less than 600 active Covid-19 cases.

  • School, colleges and educational institutions will continue to remain shut.
  • Only home delivery allowed at restaurants.
  • Not more than 5 people will be allowed at religious places.
  • Frontline govt departments will have full attendance.
  • Other govt departments can open with maximum 50% capacity. The remaining 50% can attend on a rotation casis.
  • Private companies to promote work from home, to have Covid help desk.
  • Banks, insurance companies to remain open.
  • Dhabas along highways, expressways can open.
  • Shopping malls, cinema halls, gyms and swimming pools will also remain shut.
  • At weddings, only 25 guests can be present at any given time.
  • For funeral processions, a maximum of 20 people has been permitted.

Telangana lockdown extended till June 9.

What’s allowed, what’s not

  • All activities will be allowed from 6 AM to 1 PM every day instead of 6 AM to 10 AM.
  • Strict lockdown will continue from 2 PM till 6 AM the next day.
  • Shops selling food, groceries, fruits and vegetables, meat and fish, and animal fodder are allowed to operate from 6 am to 1 PM (an extra one hour has been generated for people to return home).
  • The relaxation period is also for those dealing with vegetables and fruits through pushcarts, milk booths, home delivery of essential items, and banks, insurance offices and ATMs.
  • All social/political/sports/entertainment/academic/ cultural/religious functions/ other large gatherings will remain prohibited.
  • No relaxation has been announced for religious planes as well.

The Government has clarified that new guidelines will be issued soon however according to the previous rules, schools, colleges, educational/coaching institutions will continue to remain closed, with hotels, restaurants, and hospitality services. All cinema halls, shopping malls, gymnasiums, sports complexes, playgrounds, swimming pools, parks, entertainment parks, clubs, theatres, bars and auditoriums, assembly halls and similar places will also not function.

During lockdown, Hyderabad Metro Rail will start its first train from respective terminal stations at 7 am while the last train will start at 11:45 am and reach the respective terminating stations by 12:45 pm.

Sikkim extends lockdown till June 7

Sikkim has extended its lockdown till 5 am on June 7, an extension by a week as the current lockdown period ends on May 31.

A top government source informed the state government extended the relaxation on ration shops and vegetable shops. The shops will be allowed to run from 7 am to 12 pm. There is also a consideration on allowing few other essential shops, other than ration to open in the time designated by the government.

There have been few other relaxations that have been considered for the State, said an official source but the same are subject to be confirmed once the official notification comes out.

Construction works can be carried out but with only local labourers from nearby areas. The same is subject to be taken permission from the concerned authority, preferably the district or sub-division officials.

Some form of agricultural works to be allowed and foreign liquor shops will be allowed to open in the scheduled time of 7 am to 12 pm.

All shopkeepers under Gangtok Municipal Corporation must present a RAT negative certificate before being allowed to open their shops.

Lockdown Extended In Odisha Till June 17

Odisha govt extends lockdown for 16 days from June 1 (5am) till June 17 (5am).

The Odisha government on Sunday extended the State-wide lockdown till June 17 in view of the prevailing pandemic situation. The 16-day extension of the curbs will come into effect immediately.

Chief Secretary Suresh Mohapatra made the announcement saying that the lockdown 2.0 in the wake of the second wave of the pandemic which was scheduled to end on June 1 has been further extended.

During the lockdown period, all the usual restrictions will continue to be strictly imposed. There will be complete restrictions on any kind of gatherings. Weddings and funeral functions will be allowed with the permitted cap as specified earlier in the second phase of the lockdown. Weekend shutdown will also be enforced.

In three districts namely Nuapada, Gajapati and Sundargarh where the Covid cases have drastically reduced in past several days, the State government has allowed some relaxations.

As per the decision, all businesses except barber shops, parlours and malls are allowed to operate with strict Covid guidelines from 6 am to 1 pm. Earlier, people were allowed to avail only essentials during 7 am and 11 am.

The State government has however cautioned that if Covid cases resurge in the aforementioned districts, the curbs will be reinforced once again.

Jammu & Kashmir government issues Covid related restrictions, to be implemented from tomorrow, May 31 until further orders.

Weekend curfew to continue in all 20 districts; Salons, liquor shops to open for 3 days; Gyms, spas, swimming pools, cinemas, bars to remain closed.

The Jammu and Kashmir government has issued Covid-related restrictions, to be implemented from Monday, May 31. The weekend curfew shall continue in all 20 districts of the union territory in wake of the Covid-19 pandemic. As per the notification, all instructions related to safety, health precautions, social distancing, etc. shall continue to apply.

A complete corona night curfew shall be imposed from 8:00 pm to 7:00 am the next day whereas the weekend curfew will be with effect from 8:00 pm each Friday till 7:00 am each Monday. There shall be no movement of people except for permissible activities only at the time of curfew except as follows:

  • Schools, colleges, universities shall remain closed till June 15.
  • All cinemas, multiplexes, clubs, gyms, spas, massage centers, and paid parks shall continue to remain closed.
  • Barber Shops, Saloons/ Parlours are permitted to open three days a week (except on Saturdays and Sundays) as per a roster to be issued by concerned DCs.
  • Standalone shops of all types are permitted to open on an alternate day basis or a rotation system on weekdays (except on Saturdays and Sundays) as per and foster to be issued by concerned DCs.
  • Outdoors bazaars and ‘outdoor shopping complexes are also permitted to open on an alternate day basis or a rotation system (except on Saturdays and Sundays) as per a roster to be issued by concerned DCs.
  • However, in the case of indoor shopping malls, only 25% of the total shops shall be allowed to open as per a roster to be issued by the DCs in consultation with the malls’ management.
  • Restaurants shall be allowed to open on all days (except on Saturdays and Sundays) only for home-delivery of orders and room service of residents.
  • No entry of customers shall be permitted even for self take-away of orders. However, Bars shall not be permitted to open till further orders.
  • Canteens and eateries at bus stands, railway stations, and airports are permitted to open on all days.
  • Sportspersons are permitted to resume their training and actives outdoor Sports stadia/ grounds. However, indoor sports complexes and swimming pools shall continue to remain closed.
  • Liquor shops are permitted to open on three days a week (except Saturdays and or Sundays) as per a roster to be issued by concerned DCs.
  • Public transport (matadors/ mini-buses buses etc.) in J&K shall be permitted to ply only at 50% of the authorized seating capacity.
  • Taxis and Cab Aggregators are also permitted to operate at 50% capacity. Auto-rickshaws / three-wheelers are permitted to ply without any restrictions.
  • The ceiling on the number of people permitted to attend gatherings functions shall be 20 in case of funerals and 25 for all other kinds of social! religious gatherings, whether indoors or at outdoors venues.
  • The existing guidelines and SOPs in place for compulsory testing of all incoming passengers travelers to J&K shall be strictly enforced.
  • Everyone will have to compulsorily undergo a COVID-19 antigent test as prescribed by the protocol in use and may be subjected to quarantine if necessary as per protocol in use.
  • Religious places/ places of worship shall continue to remain open for public, subject to the SOP already issued in this regard.
  • Persons above 65 years of age, persons with co-morbidities, pregnant women, and children below the age of 10 years, shall take extra precautions.
  • Essential and emergency services/movement/ supplies shall remain exempt.

Andhra Pradesh: Lockdown in Tirupati and Chittoor extended until June 15

The Andhra Pradesh government has announced that strict restrictions will be imposed in the two districts.

Restrictions related to the partial lockdown would be further intensified and extended for a fortnight from June 1 to June 15 in Tirupati and its entire Chittoor district of Andhra Pradesh, in view of the COVID-19 cases. After a COVID-19 review meeting held on Saturday,

Deputy Chief Minister K Narayana Swamy, Ministers P Ramachandra Reddy and M Goutham Reddy told reporters that the existing daily 18 hour-long curfew restrictions would be increased to 20 hours and it would be extended till June 15, according to news agency PTI.

As per the report, the movement of public and business activities would be allowed for four hours from 6 am to 10 am. Chittoor is one of the worst-affected districts in the state to COVID-19. The district is located on the borders of Tamil Nadu and Karnataka and authorities have found it difficult to contain the spread of the virus.

Deputy Minister P Ramachandra Reddy said that the inter-state border check-posts in Chittoor district would be under a ‘strict’ surveillance. He said that those entering the district would be required to undergo the COVID-19 protocol of tests and isolation.

Maharashtra Chief Minister Uddhav Thackeray on Sunday said that the Covid lockdown in the state has been extended till June 15. However, restrictions will be eased in some districts after review.

Covid curbs will be eased in districts where the case positivity rate is less than ten per cent and occupancy of oxygen beds is less than 40 per cent. On the other hand, in districts where cases are rising, more curbs will be imposed.

“Many are threatening to agitate if opening up is not announced. I want to request you to have patience. We have not imposed a very strict lockdown. I am not enjoying keeping these restrictions. But it is the need of the hour,” Thackeray stated during a press conference.

WHAT IS NOW ALLOWED IN ELIGIBLE DISTRICTS?
All essential shops that are currently allowed to operate between 7 am and 11 am will now be permitted to operate till 2 pm. Post 3 pm, however, there will be restrictions on movement except for medical and other emergencies or for home deliveries.
In the case of all non-essential stand-alone shops, the respective disaster management authorities will decide whether they can open and for how long. If permitted, they will not be allowed to operate on weekends and beyond the timings given for essential shops.
Delivery of non-essential items along with essential items through e-commerce will be allowed in such districts.
All government offices, except those directly involved in Covid work, will function with 25 per cent attendance.
Agriculture sector-related shops can stay open till 2 pm on weekdays. However, the disaster management authorities can extend the timings or allow them to open for a while on weekends, taking into consideration the requirements of sowing season and in view of impending monsoon.
WHAT ABOUT DISTRICTS WITH RISING COVID CASES?
In the case of administrative units where the positivity rate is more than 20 per cent or occupancy of oxygen beds is more than 75 per cent, district borders will be sealed. No influx or outflow of persons into or from the district will be allowed.

Only in the case of death in the family, medical emergency or for work in essential services related to Covid management, a person will be allowed to enter or leave the district.

EXAMINATIONS
In his press conference, CM Thackeray addressed the issue of students’ Class 10 and 12 examinations. He said that Class 10 exams are not being conducted in Maharashtra.

As for Class 12, he appealed to the prime minister, “As Class 12 exams decide students’ future, the whole country should have a single board or some uniform decision. Otherwise, some state may cancel the exams and others may conduct. Something needs to be done about this on an urgent basis.”

CM ON COVID VACCINATION
During the press conference, CM Thackeray said that Maharashtra is well-equipped to vaccinate all its citizens. Vaccinations for students who are pursuing courses abroad has begun, he informed.

“Vaccines can be administered day and night but there is a huge shortage in terms of production of vaccines. I am told more vaccines will be provided by June,” he stated.

Madhya Pradesh Issues Guidelines For Unlock From June 1 – Weekend Lockdown To Continue Despite Unlocking

The weekend curfew from 10 PM on Saturdays to 6 AM on Mondays will continue irrespective of unlocking of coronavirus-induced curbs

As per the latest guidelines, shops in urban areas where weekly COVID positivity rate is more than 5% will be allowed to open till 6 PM. Hotels, food courts, and restaurants can operate from Tuesday at 50 per cent of their seating capacity in areas where positivity rate is less than 5%.

  • Meanwhile, the number of people attending a marriage is capped at 10 from each side (total 20). It will be mandatory for organisers to furnish the list of guests to the local administration in advance.
  • A maximum number of 10 people can participate in a funeral procession.
  • Not more than four people will be allowed to worship at religious places in the state.
  • Government offices, except those involved in essential activities, will be allowed to run in the presence of 50 per cent of employees and 100 per cent of officers.

Activities That Are Allowed Irrespective of COVID Positivity Rate

  • Banks, ATMs, Insurance offices

  • School, colleges, coaching classes -(except online classes).

Lockdown extended by a week in Uttarakhand, till June 9

The Uttarakhand government extended the ‘corona curfew’ in the state till 6 am on June 9 despite a dip in daily COVID-19 cases.

However, the state government provided several relaxations in the state, allowing shops of several non-essential services to restart their functions.

As per the new guidelines issued by the Uttarakhand government, grocery shops can operate for two days a week on June 1 & June 7 from 8 am to 1 pm.

On the other hand, books and stationery shops can operate for just one day on June 1.

Shops selling basic necessities/essentials will now be permitted to open from 8 am to 1 pm. Earlier, the opening hours of shops were from 7 am to 10 am.

The public will be free to travel between 8 am and 12 noon for the purchase of essential commodities

Total Lockdown in South Andaman District Extended Till June 7

DM Suneel Anchipaka said his administration has been taking various proactive steps to contain the spread of the virus in the district. South Andaman, where Port Blair is located, is the most populous of the three districts of Andaman and Nicobar Islands.

The DM’s order said shops selling essential items such as provision Stores, vegetables, groceries, fruits, dairy and milk booth/shop, meat, animal feed/fodder, bakeries will be allowed to open between 6 a.m. to 8 a.m. during the lockdown.

“It shall be the sole responsibility of the owner/incharge of the shop/business establishment to ensure its compliance, failing which he shall be liable to be fined Rs 25,000,” the order said.

The order did say that movement shall be allowed for emergency cases, medical emergencies, pregnant women and patients availing medical services.

Chandigarh Extends Coronavirus Curbs Till 6 am on June 9

The Chandigarh administration extended the coronavirus-induced restrictions till 6 am on June 9, but allowed more relaxations such as reopening of barbers and salons. It also extended the shop opening time by an hour. All shops will now be allowed to open from 9 am till 4 pm, from earlier till 3 pm.

The Chandigarh authorities that has started the unlocking process in the region has released a new set of guidelines to contain the spread of the coronavirus. The authorities noted that the guidelines will be in force up to June 30.

Night curfew in the city is in place from 6 pm till 5 am on weekdays. The weekend curfew starts at 6 pm on Friday and continues till 5 am on Monday. During the weekend curfew, only essential shops will be allowed to remain open.

Here is what’s allowed and what is not

  • Movement of people involved in essential services is allowed. However, they must carry valid identity card
  • Shops dealing with essential services are allowed to remain open from 9 am to 4 pm
  • Manufacturing units and industry is allowed to remain open. Movement of employees with valid ID card is allowed.
  • Barber shops and salons have been permitted to operate, however, only hair cutting services would be allowed.
  • Spa and massage centres will continue to remain closed.
  • No curbs on inter-state movements
  • ATMs, hospitals, medical establishments are allowed to remain open
  • Restaurants and eateries may remain open till 10 pm for home deliveries
  • Pregnant women and patient going for treatments are exempted
  • Students appearing for exams and people on examination duty will be allowed
  • Movement of people with valid curfew passes will not be restricted
  • Morning walk allowed from 6am to 9 am.
  • All vaccination centres and testing labs will remain open
  • All sports facilities will be opened for sportspersons who can utilise the infrastructure by strictly following Covid protocol, according to the release.

Madhya Pradesh extends ‘corona curfew’ till June 15 with certain relaxations

  • Madhya Pradesh will be under ‘Janta Curfew’ from Saturday 10pm till Monday 6am while there will be a daily night curfew from 10pm to 6am.

Chhattisgarh: Lockdown to continue with certain relaxations

The coronavirus-induced lockdown in Chhattisgarh, which was scheduled to end on Monday, will continue with some relaxations in restrictions in those districts where the COVID-19 case positivity rate is less than five per cent, the state government said.

Instructions in this regard were issued to all district Collectors and Superintendents of Police (SPs) late Monday evening, a senior public relations department official said.

‘Lockdown to be continued (in the state) with further relaxations,’ a statement said.

District collectors will issue orders in their respective areas, it said.

Districts such as Raigarh, Janjgir and Surajpur where the case positivity rate is above 5 per cent shall continue to witness restrictions on shops as was instructed earlier.

However, these districts shall allow few relaxations to the lockdown, but in any case, shops that will be allowed to open, must close by 6 pm till next morning, the statement said.

  • All other districts with less than 5 per cent positivity rate can allow the opening of all shops and establishments, except cinema halls, theatres, swimming pools, water parks, theme parks, places of gathering, it said.
  • All shops and markets in these districts shall open in the morning at their scheduled times, but shall close at 6 pm, which means all establishments shall remain closed from 6 pm till next morning in all districts, it said.
  • All government offices shall open as per earlier instructions, with full attendance for Class I and II officers while with 50% attendance of the lower-rank employees, it said.
  • Lockdown will be in force in all districts on Sunday till further instructions.
  • Section 144 of the CrPC, which bars assembly of four or more people, will continue to be in force across the state, it added.
  • In those districts where the positivity rate is less than 5 per cent, marriages and receptions shall be permitted in hotels and marriage halls, subject to a maximum 50 per cent of the capacity of the premises, and not more than 50 attendees are allowed under any circumstances, it said.
  • Processions and gatherings of any kind like social, cultural, religious, political etc and sports shall continue to be prohibited, it said.

Rajasthan lockdown – New relaxations from June 2,

Here’s what will open

The Rajasthan government issued guidelines to start the “unlock” process by easing certain restrictions from June 2.

The government has implemented a ‘Tri-Level Public Discipline Modified Lockdown’ from June 2 to provide relief in commercial and other activities.

According to the guidelines for the modified lockdown, exemption for various activities will be given only in those places where the positivity rate is less than 10 percent or the use of oxygen, ICU and ventilator beds is less than 60 percent.

New guidelines issued by Rajasthan government-

  • 1. The weekend curfew will remain in force every Friday afternoon from 12 noon to 5 AM Tuesday till the number of active cases in the state reduces to 10,000.
  • 2. “Public discipline curfew” will continue on the rest of the days from 12 noon to 5 AM the next day.
  • 3. During the lockdown, the rule of five will be applicable on the gathering of 5 or more than 5 persons at any place other than the permitted category.
  • 4. All government offices of the state will open from 9:30 AM to 4 PM with the presence of 25 percent employees till June 7, and after that with 50 percent employees.
  • 5. At the same time, private offices can be opened up to 2 PM with the presence of 25 percent employees.
  • 6. Inter-district movement of private vehicles will be allowed from 5 AM to 12 noon from Tuesday to Friday. After June 8, traffic will be allowed in the entire state from 5 AM to 12 noon.
  • 7. No public, social, political, sports-related entertainment, educational, cultural and religious functions/processions/festivals/fairs/haat market will be allowed.
  • 8. Cinema halls, theatres, multiplexes, auditoriums, swimming pools, amusement parks, picnic spots, all types of sports grounds and public parks and similar places will remain closed.
  • 9. Fully air-conditioned shopping complexes, malls will not be allowed to open at present.
  • 10. All educational, coaching institutions, libraries etc. will remain closed.
  • 11. Public transport, including the State roadways and private buses, will be allowed from June 10, for which separate orders will be issued.

Kerala govt modifies lockdown guidelines.

  • The Kerala government modified the guidelines for the ongoing lockdown and allowed the state government offices to function with up to 50 per cent capacity from June 7. "
  • All Central and state government departments, including PSUs, corporations, autonomous organisations, commissions etc. may function with up to 50 per cent staff from June 7 onwards on a rotation basis," the guidelines read.
  • The new set of guidelines also permitted morning walks from 5 am to 7 am and evening walks from 7 pm to 9 pm.
  • “While industrial establishments and manufacturing centres are permitted, service sector shall be permitted to function with work-from-home employees only,” the statement added.
  • On Saturday, the Kerala government had extended the lockdown restrictions till June 9 in all its districts

Uttar Pradesh: Curfew relaxed in three more districts

As with the latest report, active cases have come down below 600 in three more districts Lakhimpur, Ghazipur and Jaunpur and they will also be given relaxations from Wednesday 7 am," Additional Chief secretary, Information Navneet Sehgal said.

As part of the relaxations, shops and markets outside containment zones can open for five days a week.

The Uttar Pradesh government on Tuesday relaxed the corona curfew in three more districts, making the relaxation applicable in 64 out of the 75 districts of the state, PTI reported.

However, there will be no relaxation in Meerut, Lucknow, Saharanpur, Varanasi, Ghaziabad, Gorakhpur, Muzaffarnagar, Bareilly, Gautam Buddh Nagar, Bulandshahr and Jhansi districts where active cases are over 600.

The relaxations from corona curfew were announced on Sunday in 55 districts which has now been increased to 64.

Full Lockdown in Jharkhand Extended Till 6 AM on June 10

  • Shops can now open in 15 districts from 6 am to 2 pm with certain conditions.
  • Restrictions on travelling have also been relaxed.

Issuing fresh guidelines, the state government said that the norms for travelling have also been relaxed and e-passes would not be required for inter-district movement.

After reviewing the coronavirus situation in the state, the Jharkhand government extended the lockdown restrictions till June 10 with giving some relaxations.

The ongoing measures were scheduled to end on June 3. Issuing a notification, the state government said that the ‘Health Safety Week’ now stands extended till June 10.

As part of the relaxations, the shops will now open in 15 districts from 6 AM to 2 PM with certain conditions.

As per the order, the districts have been divided into two categories and in 15 of the 24 districts witnessing lesser cases, all shops will be open.

In the remaining nine districts, including state capital Ranchi, which are witnessing a high number of deaths, shops other than clothes, jewellery and shoes have been allowed, the official added.

Apart from Ranchi, these districts are – Bokaro, Dhanbad, Jamshedpur, Deoghar, Hazaribag, Garhwa, Gumla and Ramgarh. All malls and multi-brand shops will remain closed.

  • All shops in 36 cities of the State to open from 4th June (9 am to 6 pm).
  • Home delivery by restaurants can now be done till 10 pm.
  • Night curfew (9 pm to 6 am) in these 36 cities extended till 11th June.

Karnataka has extended its ongoing lockdown till June 14. The Karnataka government, led by BS Yediyurappa, took the decision regarding extending the lockdown amid the rising cases of COVID-19 in the state.

After Successful Run of ‘Vaccine Express’ in Rural Areas, Bihar Govt Launches it for Cities

CM Nitish Kumar said a total of 718 vaccine express vans are moving around in the villages and similarly 121 such vehicles will start taking rounds of different localities of urban areas with an aim to inoculate maximum number of people at their doorsteps. Every van is tasked to inoculate 200 citizens daily.

The chief minister lauded the health department for the inovative idea of plying vaccine vans in the cities to speed up inoculation of larger section of the population. Similar vans were run for the rural areas of the state in May end.

In a bit to expedite clinical examination for Covid-19, the state government had recently launched testing vans for the rural areas to conduct RT-PCR tests of larger number of people in the villages. Such vans are conducting around 1000 RT-PCR tests daily.
