Assam extends Curfew throughout the state till June 16

New SOP: Curfew from 1 pm, shops to remain open till 12 noon

The Assam State Disaster Management Authority (ASDMA) on June 4 issued a revised and consolidated directive on containment of COVID-19 pandemic.

The order will be applicable throughout the state from June 6 and will remain in force till June 16.

The directives will be applicable for both urban and rural areas across the state. Some features of the new order are:

  • There shall be total ban on movement of individuals from 1 pm to 5 am daily.
  • Restaurants, Dhabas and other eateries can entertain dine-in guests only up to 12 noon. Takeaway of food is allowed till 1 pm after which only home delivery of food will be allowed.
  • Restaurants operating within a hotel or resort can allow outside guests up to 12 noon only. However, in-house guests of the hotel/resort may be given only room service after 12 noon.
  • Cold storages and warehouses may continue after 12 noon. However, sale counters, showrooms etc. attached to these warehouses or cold storages shall not operate after 12 noon.
  • All inter-district transport services and movement of people to and from other districts shall remain suspended.
  • Other restrictions including odd- even formula for plying of vehicles in urban areas, declaration of containment zones, work places etc. will continue as ordered earlier.

Maharashtra to lift lockdown restrictions from Monday, June 7 through 5 Level Unlock Plan

The Maharashtra government announced that it will lift lockdown restrictions from Monday through its five-level unlock plan.Local Trains to Remain Suspended.

The lockdown in Maharashtra will be relaxed on the basis of Covid positivity rate and availability of oxygen beds in the state. The order will be implemented from Monday, June 7.

The degree of relaxation has been decided as per the level of severity of Covid-19 in those districts.

According to the guidelines, the situation will be assessed every Thursday by the Public Health Department.

The five-level unlock plan in Maharashtra:

LEVEL 1

  • All districts where the Covid case positivity rate is 5 per cent or less and the occupancy of hospital beds is lower than 25 per cent fall under level 1. These districts will be allowed to completely unlock and all activities will continue normally.
  • All sectors including public transport, cultural events, shops, restaurants, sports, theatres, malls, industries, private and government offices will be allowed to open.
  • All shops will be allowed to stay open during regular hours.
  • Weddings, funerals, industry, construction activities can resume without restrictions.
  • Local trains have been allowed with the permission of the local disaster management authority.
  • Manufacturing and other industries can also resume in level 1 and 2 areas without any restrictions.
  • The positivity rate in Pune and Pimpri Chinchwad is 5 per cent and less than 5 per cent respectively.
  • Districts that fall under ‘Level 1’ are Aurangabad, Bhandara, Buldhana, Chandrapur, Dhule, Gadchiroli, Gondia, Jalgaon, Jalna, Latur, Nagpur, Nanded, Nashik, Parbhani, Thane, Washim, Wardha and Yavatmal.

LEVEL 2

  • Cities and districts that have 5 per cent Covid case positivity rate and 25-40 per cent occupancy of hospital beds will be included in level 2. All restrictions from level 1 will apply in level 2.
  • Section 144 will remain applicable in the districts that fall under level 2.
  • Mumbai falls in level 2 of the unlock plan.
  • Theatres, malls, restaurants, gyms, salons and beauty parlours will be permitted to operate at 50 per cent occupancy.
  • Local trains will not be allowed to operate for the general public.
  • All shops will be allowed to stay open during regular hours.
  • Local trains will not be allowed for the general public.
  • Section 144 will be in place i.e., not more than five people can gather in public places.
  • Districts that fall under ‘Level 2’ are Ahmednagar, Amravati, Hingoli, Mumbai and Dhule.

LEVEL 3

  • All districts where the Covid case positivity rate is 5-10 per cent and the occupancy of hospital beds is lower than 40-60 per cent fall under level 3.
  • The shop selling essentials items will be allowed to stay open till 4 pm on all days and those selling non-essentials can function only on weekdays.
  • Malls and theatres will stay closed. Section 144 will be applicable in level 3 areas.
  • Gyms, salons will open only till 4 pm. Restaurants can stay open till 4 pm on weekdays. After 4 pm, only takeaway services will be allowed.
  • Construction activities will be allowed with 50 per cent staff. Private offices can stay open till 4 pm on weekdays.
  • Local trains can only be used by essential workers and women.
  • Parks and gardens can open from 5 am to 9 am.
  • Districts that fall under ‘Level 3’ are Akola, Beed, Palghar, Ratnagiri, Kolhapur, Osmanabad, Sangli, Satara, Sindhudurg and Solapur.

LEVEL 4

  • Areas having a positivity rate of 10-20 per cent and 60-75 per cent occupancy rate will come under level 4.
  • The shops selling essentials can stay open till 4 pm on all days. No movement post 5 pm and none on weekends.
  • The manufacturing sector will be allowed to open with 50 per cent capacity.
  • Public transport will be allowed at 50 per cent capacity. Section 144 will continue.

LEVEL 5

  • Cities and districts that have a positivity rate of 20 per cent and above and occupancy rate above 75 per cent will fall under level 5.
  • There would be no relaxation in such areas.
  • An e-pass is required to travel to/from any city/district which comes under level 5.

Tamilnadu extends lockdown till June 14 with some relaxations

Additional easing of curbs announced for Chennai. Certain relaxations extended to 27 districts.

The Tamil Nadu government has extended the lockdown by another week, till 6 am on June 14, in a bid to curb rising COVID-19 cases in the State. However, announced some relaxations.

The new lockdown relaxations announced by the Tamil Nadu government do not include Tasmac liquor shops and bars.

According to a State government press release;

  • Stand alone retail provision, vegetable, fruits, flowers and meat shops will be allowed to function between 6 am and 5 pm.
  • Wholesale trade alone will be permitted in fish markets and abattoirs. Districts administration will make temporary arrangements to relocate the fish markets in open areas.
  • Government offices will resume work with 30% staff.
  • As many as 50 tokens per day will be issued at Sub Registrar offices.
  • The government has also allowed matchbox factories to function with 50% workers.

Barring 11 districts including Coimbatore, Nilgiris, Tiruppur, Erode, Salem, Karur, Namakkal, Thanjavur, Tiruvarur, Nagapattinam and Mayiladuthurai the following will be additionally allowed.

  • Security agencies, housekeeping in apartments with e-registration.
  • Electricians, plumbers & motor technicians from 6 am to 5 pm.
  • Electrical goods shops from 6 am to 5 pm.
  • Automobile mechanic shops, hardware stores, automobile spares from 6 am to 5 pm.
  • Stationery and textbook shops from 6 am to 5 pm
  • Taxi/auto with e-registration allowed.

Export units in Coimbatore, Tirupur, Salem, Karur, Erode, Namakkal, Trichy and Madurai districts and vendor units providing inputs, which have export commitments or orders shall function with 10% workforce following standard operating procedures.

The Tamil Nadu government said that the already permitted activities would continue in all the districts.

Delhi lockdown extended, eases curbs

Delhi Chief Minister said Lockdown will continue with more relaxation in other activities:

  • All malls, markets and market complexes (except weekly markets) shall open between 10 am to 8 pm on odd-even basis.
  • Delhi Metro will resume services with 50% capacity from Monday onwards.
  • Private offices to resume operations with 50 per cent staff. The offices will open between 9 am and 5 pm. Employees need to produce a valid authority letter and valid ID card issued by their employer to travel to the office.
  • For government offices, Group A staff will be allowed to function with 100 per cent capacity while Group B will resume work with 50 per cent staff.
  • Delivery of all type of goods through e-commerce shall be allowed on production of valid I card issued by the employer.
  • Essential services such as healthcare, police, fire stations, etc, will continue to work with full strength.
  • Shops selling essential goods including educational books and stationery shops, fan shops in malls, markets and market complexes, are permitted to open on all days without the restriction of timing.
  • All standalone (single) shops and all neighbourhood (colony) shops and shops in residential complexes, shall be permitted to open on all days without any distinction of essential and non-essential goods/services.
  • Government might introduce a token system to limit the maximum number of people present at the market at the same time.

UP’s Bareilly, Bulandshahr get ‘corona curfew’ relaxations from June 7

The relaxations will come into effect from June 7, and will remain in force for five days (Monday to Friday) from 7 am to 7 pm. However, the night curfew and weekend curfew will continue.

The Uttar Pradesh government extended the relaxations in the coronavirus curfew to Bareilly and Bulandshahr districts from Monday, allowing shops and markets outside the containment zones to open for five days a week. The decision was taken after the twin districts recorded a fall in the number of active COVID-19 cases, settling below the 600-mark.

Tripura govt extends COVID curfew till June 10

The Tripura government announced the extension of the COVID-19 curfew across the state from 5 am on June 6 till 6 pm of June 10 in the jurisdiction of Agartala Municipal Corporation (AMC), all other Urban Local Bodies (ULBs) and rest of the state.

The government has also decided to provide some relief in terms of timing for the opening of essential services providing shops and establishments till 2 pm.

The inter-district movement will continue to remain closed as usual till 6 pm on June 10. There will be a waiver only for emergency services and medical needs.

Other Guidelines

  • All stand-alone shops and commercial establishments (involved in activities related to groceries, vegetables, milk, meat/fish, animal feed, etc.) would be open from 6 am to 2 pm.
  • All other shops and businesses will be closed. The shop owner will keep an eye on the social distance so that the shoppers use the mask.
  • Shopping malls and market complexes will be closed. All vehicles other than government vehicles will be able to ply from 6 am to 2 pm.
  • All government and private offices not connected to the emergency services will be closed.
  • However, gazetted officers and senior private officers can work with minimum support staff till 4 pm if required.

Restriction on Gatherings

  • All social, political, sports, entertainment, religious, educational, cultural, fairs, festivals, etc., will be closed.
  • No meeting other than necessary government meetings (up to 20 participants) may be held in open or closed rooms.
  • Cinema halls, multiplexes, shopping malls, complexes, gymnasiums, swimming pools, beauty parlours, salons, sports complexes and stadiums, assembly halls and similar places will be closed.
  • Restaurants and dhabas will be open till 2 pm. The restaurant inside the hotel will only be open for guests until 2 pm. But the guests staying at the hotel will always be able to take the service.
  • Tea garden activities will be carried out in accordance with the Covid hygiene rules and the tea leaf transporter will be able to move.
  • Home delivery will continue from hotels, restaurants and other food stores. Delivery of required goods through e-commerce will continue in compliance with the Covid hygiene rules.
  • Up to 50 people can be gathered at the wedding ceremony from 10 pm to 8 pm.
  • Up to 20 people can gather for cremation and burial.
  • All religious places will be closed.

Restriction on Movement

  • Passengers can get off the bus, train, plane and go to their respective destinations by showing their tickets.
  • Employees and vehicles connected to telecommunication, internet services, broadcasting and cable services, IT and IT-dependent services will be able to move.
  • Staff and vehicles involved in the delivery of food, medicine, medical equipment, e-commerce goods will be able to move.
  • Persons and vehicles engaged in retail and storage of petrol pumps, LPG, CNG, petroleum and gas will be able to move.
  • Employees working in multiple shifts and day and night running industries/companies will be able to navigate by showing their company identity card.
  • Employees of banks, ATMs, RBI, insurance, NICs, customs and land ports and other financial institutions and their vehicles will be able to move.
  • Employees associated with railway/airport and cargo services will be able to travel.
  • Employees associated with postal and courier services will be able to travel.
  • People involved in seeds, fertilisers, pesticides, agricultural machinery and repair work will be able to move. The FCI and the Food and Public Relations Department will be able to transport the personnel and vehicles engaged in freight.
  • Employees of electric and print media and government media will also be able to drive with proper documents.

Penalty for the violations:

  • Fine of Rs 200 in the first violation and Rs 400 for subsequent violation in regard to not wearing a mask/face cover.
  • Fine of Rs 1,000 for not ensuring social distancing in public and private transport, for not ensuring social distancing among the consumers in front of the shops by shopkeepers and for violating home quarantine norms.
  • Any person, institution, organisation violating the regulations shall be deemed to have committed an offence punishable under Section 188 of the IPC (45 of 1860).

Lockdown eased in five districts of Arunachal Pradesh

The restrictions have, however, been extended in the Tawang and Upper Subansiri districts for another 5 days until June 12.

The Arunachal Pradesh government will lift the COVID-19-induced lockdown in five districts of the state, including the Itanagar Capital Region (ICR).

The containment measures would be lifted in the ICR, Lower Subansiri, Namsai, Lohit and Anjaw districts from 5 am of June 07 and the districts would be under micro containment measures as required.

Meghalaya imposed total lockdown from June 7 to June 14

Amid a spike in Covid-19 cases in the state, the Meghalaya government has imposed a total lockdown across the state from June 7 to June 14.

In an order, the government said the number of Covid-19 cases in the state is still very high and there is a significant spread in rural areas.

“In order to safeguard the state from an uncontrollable surge in Covid-19 cases, the containment measures will be enforced in the state w.e.f. 7th June, 2021 until further orders. Lockdown will be enforced in the entire state from 5 am of 7th June, 2021 till 5 am of 14th June, 2021,” the order read.

Earlier, there was a total lockdown only in East Khasi Hills district, of which state capital Shillong is a part, and it was supposed to end at 5 am of June 7. Elsewhere, ‘containment measures’ were in place.

Political, public, social and religious gatherings shall not be permitted in the state during the lockdown.

  • Entry of tourists from outside the state will not be permitted and all tourist spots will remain closed.
  • The inter-state movement of persons will be restricted. This will not apply of transit vehicles of Assam, Tripura, Manipur, Mizoram. International border trade will be regulated by the Deputy Commissioners.
  • Weddings, sports activities are not permitted. Funeral gatherings to be restricted to 10 persons with prior permission of the respective Deputy Commissioners, SDO (Civil).
  • However, various emergency and essential services will be exempted from the lockdown.
  • Limited non-essential economic activities will be permitted in urban and rural areas on the basis of need.

Manipur govt extends curfew in seven districts till June 11

The Manipur government has extended the curfew imposed in the seven districts till June 11, citing the unabated surge in Covid-19 infections.

The districts under curfew are Imphal West, Imphal East, Bishnupur, Thoubal, Kakching, Churachandpur and Ukhrul.

While the order limited permitted activities including restrictions on inter district movements in the remaining nine districts, it, however, relaxed a handful of restrictions.

  • All secretariat and directorate offices are ordered to start functioning with e-office and physical attendance of 15 per cent staff is allowed by taking adequate precaution and strictly following Covid Appropriate Behaviour.
  • Essential services like media, power, fire services, PHED, CAFPD, Home, Health, Relief and DM, Forest, Environment and Climate Change, Finance and Treasuries and police departments and district administration will continue to function as before.
  • The order has allowed opening of vehicle workshops of goods trucks, petrol tankers, LPG bullets and others outside the Imphal Municipal area from 8 am to 3 pm on all days.
  • Local vegetable vendors to sell their produce from 7 am to 10 am on June 8 provided the vegetable vendors should be seated at least feet away from one another and should wear masks all the time.
  • One out of three grocery shops of the total shops or vendors in one location shall be allowed to be opened on rotational basis from 7 am to 10 am on June 8. However, major markets in all the districts shall remain closed.
  • The Life Insurance Corporation with limited staff on Monday, Wednesday and Friday from 10 am to 2.30 am can dispose time-bound works.
  • Strict ban on vehicular movement will continue even during 7 am to 10 am.

The Haryana government extended the ongoing COVID-induced lockdown till June 14 in view of the coronavirus situation in the state.

In the latest guidelines, shops, malls, restaurants, bars, and religious places have been permitted to reopen with certain conditions.

Here are the places where relaxations will be allowed

• Shops other than standalone ones (including liquor vends) are allowed to open from 9am to 6pm in two groups – odd and even – shops with odd numbers on odd dates and even numbers on even dates.

• Malls are allowed to open from 10am to 8pm.

• Restaurants and bars (including in hotels and in malls) are allowed to open from 10am to 8pm with 50 per cent seating capacity and adopting requisite social distancing norms, regular sanitisation and covid appropriate norms.

• Home delivery from hotels, restaurants and fast food joints will be permitted upto 10pm.

• Religious places are allowed to open with 21 persons at one time with the condition that they follow requisite social distancing norms, regular sanitisation and covid behavior.

• Corporate offices are permitted to open with 50% attendance after adopting covid norms.

• Gatherings in weddings, funerals, cremations are allowed with upto 21 persons. However, weddings can take place at places other than home and Courts also. No movement of ‘baraat’ (wedding procession) will be allowed.

• For gatherings other than weddings, funerals, the maximum number allowed will be 50. For gatherings more than 50, prior permission from the Deputy Commissioner shall be required.

• Club houses, restaurants, bars of the Golf Courses are allowed to open with 50% seating capacity from 10 am to 8pm with adherence to covid norms. Members, visitors shall be allowed to play in Golf courses by the management in a staggered manner to avoid overcrowding.

Unlock 2: 50% staff at govt offices from Monday, June 7 in Rajasthan

From Tuesday, June 8, the Rajasthan government will further ease certain restrictions as the Covid-19 cases have come down in the state, the official state notification stated.

  • Government offices and schools will be functional with 50% employees and teachers from June 7.
  • Markets would be allowed to open till 4 pm, a major demand of the traders and market associations. At present, markets are allowed to open between 6 am to 11 am.
  • Extending the time to open the markets would be a major decision in phase-2 of the unlock in the state. Earlier, the government had allowed the opening of all shops, which were limited to dairy, vegetable, grocery.
  • The public transport system would be resumed and the ban from inter-district movement will be removed, said a senior official familiar with the development.
  • The ban on social and religious gathering will continue and wedding ceremonies will not be allowed in the state till June 30.
  • While markets will operate, shopping complexes and malls shall remain shut. In addition, cinema halls, theatre, auditorium, swimming pool, gym, entertainment parks, among others shall also remain closed.
  • The directorate of secondary education, Bikaner, issued orders to open government schools from Monday.
  • The schools will function with 50% staff presence and the attendance schedule will be based on rotation. Due to the lockdown, the government has started ‘Aao Ghar se Padhen-2’ initiative under which a WhatsApp group will be formed. The study material will be provided online.
  • All class teachers are asked to complete the formation of the WhatsApp group by June 15.
  • To curb the increasing cases of Covid-19, the state government extended the lockdown from 5 am on May 24 to 5 am on June 8.
  • The Gehlot government also increased the fine for not wearing a face mask in public places or workplace from ₹500 to ₹1,000.

Lakshadweep extends till June 14 – Complete lockdown in 6 Islands

The Lakshadweep island administration has said that the complete lockdown on Kavaratti, Androth, Kalpeni, Amini, Minicoy and Bitra islands would continue for seven more days till June 14, in view of the test high positivity rate on the islands.

  • Shops and establishments selling groceries, vegetables and other essential commodities would be allowed to open between 1 p.m. and 4 p.m. with prior permission from the District Collector in Kavaratti and from Deputy Collector/block development officers or the authorised officers for Androth, Kalpeni, Amini, Minicoy and Bitra islands. Shops and establishments should open adhering to the COVID-19 protocol.

Curfew in place

  • A corona curfew was in place on all the islands to contain the spread of COVID-19 and the lockdown was expected to be an effective containment strategy.
  • Hotels and restaurants could function from 7.30 a. m. to 9. 30 a. m.; 1 p. m. to 3 p.m. and 6 p. m. to 9 p. m. for home delivery. The staff and delivery persons should test for COVID-19 and take prior permission.
  • Fishermen and meat sellers could sell their products between 3 p.m. and 5 p.m. only. They too should test for COVID-19.

Andhra Pradesh extends curfew till June 20

The curfew will be relaxed from 6 am to 2 pm after June 10. So far, the curfew was imposed from 6 am to 12 noon.

  • Relaxations given from 6 am to 2 pm
  • Government offices would function from 8 am to 2 pm daily till June 20.

Kerala Extends Lockdown Till June 16; Complete lockdown on 12 & 13 June

Stores selling essential commodities, raw materials for industries (including packaging), construction materials and banks will continue to function as they do now.

The CM’s office also said the restrictions will be “severe” (total lockdown) on June 12 and 13.

Punjab extends curbs till 15 June, allows relaxations

The Punjab government has extended COVID-19 restrictions till 15 June but allowed certian relaxations.

  • Opening of shops till 6pm and permitting private offices to function at 50 percent strength.
  • Night curfew will remain in force from 7pm-6am on weekdays but regular curfew will continue on Sundays,
  • 20 people are allowed at gatherings, including weddings/cremations Gyms.
  • Restaurants can also open after one week with 50 percent capacity and owners/workers have been asked to get themselves vaccinated.

Puducherry Govt Extends Lockdown till June 14 Midnight

The Union Territory of Puducherry has decided to extend the ongoing lockdown till June 14 at midnight in view of the COVID-19 pandemic.

  • Sale of vegetables and fruits will be allowed from 5 am to 5 pm.
  • Retail units of liquor shops, including arrack shops (except bars) from 9 am to 5 pm every day by strictly adhering to COVID safety norms.
  • Door delivery of liquor within the Union Territory could also be permitted to reduce footfalls at the liquor and arrack shops.
  • Goods transport, public transport facilities such as buses, autos, taxies are permitted to operate up to 5 pm every day.
  • The Registration department is allowed to function following Covid norms.
  • While parks, gardens and entertainment centres, cinemas would continue to remain shut, the government has decided to allow morning walkers to use the beach road here from 5 am to 9 am daily.
  • Strollers should wear masks and maintain social distancing.
  • All places of worship and religious institutions are now permitted to stay open till 5 pm.
  • Wedding ceremonies are permitted but only a maximum of 25 people can take part in it.
  • While funerals and other rituals should have only a maximum of 20 mourners.
  • All commercial establishments can function from 9 am to 5 pm without AC facility.

Rajasthan govt eases Covid restrictions

Under modified guidelines, curfew will remain in force between 5 pm on Friday & 5 am on Monday and between 5 pm & 5 am (night curfew) on weekdays.

  • People entering the state shall be required to present a COVID negative certificate, not less than 72 hours old, upon their arrival.
  • Night curfew from 5 pm to 5 am every day will remain in place.
  • The ‘public discipline week-end curfew’ will remain in force from Friday 5 pm till Monday 5 am will continue until further orders.
  • The shops and commercial establishments will be allowed to open from 6 a.m. to 4 p.m.
  • Air-conditioned shopping malls and complexes will remain closed.
  • The government and private offices will also function from 9:30 a.m till 4 p.m. everyday with the presence of 50% staff.
  • Schools and colleges will be permitted to remain open with the presence of 50% staff, but the students will not be allowed there.
  • Coaching institutes and libraries will be closed.
  • All places of worship will remain closed for general public.
  • All kind of social, political, sports, entertainment, cultural and religious gatherings will be banned.
  • Cinema halls, theatres, multiplexes, swimming pools, gym, recreational parks, picnic spots and other public places will remain closed.
  • No wedding ceremonies will be permitted to take place in the state till June 30.
  • Public transport, including the State roadways and private buses, will be allowed from June 10.
  • While the private vehicles will be allowed on roads between 5 a.m. and 5 p.m. from Monday to Friday.
  • Rule of Five, where more than 5 people will not be allowed to assemble anywhere, will stay in effect.
  • All medical and health related activities and services will be permitted.
  • Maximum 20 persons to be allowed at funerals.
  • ATMs, banks, finance services will remain functional till 4 pm.
  • Petrol pumps will operate from 5 am till 5 pm.
  • Home delivery of food will be allowed from 6 am till 4 pm.
