There are no 399 and 699 plans on Jio Fiber Postpaid, also same has been confirmed with customer care.

In my opinion, it's best to confirm such things from a company's official website. There are no 399 and 699 plans on Jio Fiber Postpaid, also same has been confirmed with customer care.

I use the 699 plan. But it's a prepaid pack. Unlimited download with 100 mbps speed. Been using for past 1 year

And yes, if lesser speed does the job for you, then the Rs. 399 plan would be much better. Generally, people would go for a data sachet when they would just need a few days' internet connection and might be moving to some other place for a long time.
That price tag of Rs. 199 looks appealing, but it's just like that Rs. 19 plan on Airtel prepaid that gives 1GB of data for a day. Both of them are not VFM.
